Suzhou Industrial Park is an important cooperation project between China and Singapore government. On February 26, 1994, the two governments signed the agreement between the government of the people's Republic of China and the Republic of Singapore on the development and construction of the Suzhou Industrial Park in Beijing, starting in May.

In order to promote the smooth development of Suzhou Industrial Park, the two sides established three levels of leadership and work organizations. Suzhou Chinese Consortium Holding Co., Ltd. (Chinese Consortium) and Singapore-Suzhou Park Development Consortium (Singapore Consortium) jointly established China-singapore Suzhou Industrial Park Development Group Co.,ltd. (CSSD), which is responsible for the development and construction of Suzhou Industrial Park.
